duh. why did they need a 15 year study?

as for canada's donation for tsunami relief. paul martin set aside $80 million of tax dollars to help the countries that were hit. stop harassing him. several communities and the media are all over him for not acting fast enough, for putting in too little money, for not cancelling his holiday, for having the audacity to drink perrier, etc. anyone who feels more fianacial aid should be given, can personally donate to the canadian red cross/registered charity and receive a tax receipt.

as for the people who advocate toronto city council donating $1 million to the cause. stupidity. last year toronto depended on government bailouts to balance the budget. this year they will probably do the same. by donating toronto would be in effect donating money from other levels of government which have already made a contribution. last time i checked, toronto city council did not look after foreign affairs.
